The 102-Acre Project is a transformative, community-led development designed to generate generational wealth, stimulate economic growth for the Sacramento Region, and enhance the quality of life in South Sacramento. Located between Meadowview Road and Cosumnes River Boulevard, this City-owned vacant parcel will serve as a catalyst for opportunity and prosperity.  

History of Site

  • The 102-Acres site is currently located in Meadowview on the southern portion of the Job Corps site at 3100 Meadowview Road, Sacramento, CA 95832. (See aerial map below).

  • Until the late 1970s, the property was used as a testing track for the California Highway Patrol. It was then transferred to the U.S. Federal Government as an extension for the Job Corps facility. It has been vacant and unused since 1978.

  • In 2021, the site was deemed excess land by the U.S. Department of Labor. The property was determined to be a high value asset and was disposed through the Federal Assets Sale and Transfer Act. FASTA properties are not subject to 40 USC 550, Public Benefit Conveyances. As such, the site could not be acquired by the City for a discounted price.

  • In January of 2022, the City purchased the property for $12 million for long-term purposes such as civic amenities, affordable housing, and recreation -- and for short-term uses such as safe parking and temporary shelter through the Comprehensive Siting Plan to Address Homelessness.

  • During Spring of 2022, Councilmember Vang’s office conducted several community-centered listening sessions to gather ideas for how residents would like to see this site used.

  • In October 2022, City Council changed direction to not pursue short-term homeless safe parking use on this site in order to maintain existing shelters and campgrounds in favor of building more affordable and permanent supportive housing.

  • In January 2023 Councilmember Vang hosted a community meeting with residents to share the input received from the community listening sessions, provide an overview of the next steps, and create a community task force within her office to inform land use and implementation of the 102-Acres.

  • In June 2023, the 102 Acres Advisory Committee (102 AAC) applications opened. In partnership with the City of Sacramento and Mayor Pro Tem Mai Vang’s Office, the 102 AAC will provide strategic direction for the project.

  • In December 2023, the 102 AAC held its first introduction/orientation meeting at City Hall. The 102 AAC is made of diverse cultural and linguistic representatives who will advise and collaborate with City departments, partner agencies, and community careholders on the development of the 102 acres.

  • In April 2024, the City of Sacramento conducted an Opportunity and Constraint analysis on the 102-acre site. The outcomes of this analysis were formally presented during a council meeting, providing an opportunity to share valuable insights and pertinent information regarding this significant project.

  • Following Council’s discussion in April, staff presented the findings to the public and held 10 engagement opportunities to ensure this knowledge was widely available and collected feedback from participants.

  • In July 2024, city staff launched an online community workshop featuring self-guided stations where participants could learn about the site study, ask questions, and leave comments on its findings and the next steps in shaping the future of South Sacramento.

  • Throughout July and August 2024, the City's Community Development Department presented the opportunities and constraints analysis to the public at various community events, providing information on potential development options and constraints. The analysis offered details about the existing conditions, potential uses for the site, and considerations for the Council to keep in mind as they move forward with decisions.

  • Currently, Councilmember Vang's office is hosting a series of advocacy sessions regarding the 102-Acre Site. These sessions will take place on September 11th, 25th, October 7th, and 21st. See the schedule below for more details.

  • Based on the findings from the opportunities and constraints analysis, along with community feedback, City staff expects to provide a formal recommendation for Council’s consideration in early 2025.

  • In March 2025, the City’s Community Development Department had initially planned to bring forward a recommendation on next steps for the 102 Acres project. Instead, staff returned to provide a more detailed overview of the planning and community engagement process completed to date before making any formal recommendations.

102-Acre Development Advocacy Sessions

Now that the City of Sacramento has acquired the 102-acre site adjacent to the Job Corps property in Meadowview, city staff completed an Opportunity and Constraints Analysis and presented their findings to community members at various events throughout the summer of 2024 as part of the educational engagement efforts. Councilmember Mai Vang remains committed to ensuring the voices of the South Sacramento community stay central to the development process.

To support this vision, she hosted four additional advocacy sessions focused on educating, empowering, and advocating for meaningful community involvement in shaping this vital area.

These sessions provided a critical space for residents to be heard and to help guide a development that reflects the needs, values, and aspirations of our diverse community. Community input from these sessions will continue to inform the next phases of the 102-acre site’s future.
