Jessie Rosales

Measure U Commission

Jessie Rosales (he/him) is a dedicated professional with a passion for education and equitable outcomes. He holds a double major in Psychology and Human Development from UC San Diego and a master's degree in education from UCLA. With over a decade of experience in higher education, Jessie currently serves as an academic adviser, where he is committed to supporting students and staff alike. He is particularly passionate about improving equitable outcomes and enhancing staff training and development. Outside of work, Jessie enjoys promoting health and wellness through activities like walking, hiking, and meditation. Jessie also has a love for coffee, learning French, and diving into books consistently.

Enoch Yeung

Planning and Design Commission

Enoch Yeung first moved to Sacramento in 2004 when he got married and moved into the Meadowview neighborhood in 2005. He has worked for both government and non-profits in the affordable housing finance field for almost 15 years. In 2008, he helped establish a local non-profit with his local church to reach out to families with before/after school programs. Part of his passion is to see the Sacramento Region provide greater affordable housing options for all individuals and families, while also promoting greater connection and care for one another. When he is not working, Enoch enjoys spending time with his wife Priscilla and two kids Miriya and Isaiah whether it be playing/watching sports or just walking around parks with their pandemic dog companion Luna.

Jeanine Gaines

Parks and Community Enrichment Commission

Born and raised in South Sacramento, Jeanine Gaines (Citizen Potawatomi Nation) cherishes memories of weekends spent with her family at the park, playing croquet, badminton, or simply enjoying the delta breeze on a hot day. As a mother of two young children, she deeply values the importance of accessibility and safety in our public spaces.

Jeanine is a communications professional with a focus on outreach to unserved and underserved communities. She has led behavior change campaigns across the state and country, working to increase awareness and education on critical health topics. Jeanine holds a Bachelor of Arts in Communication Design from California State University, Chico, and currently serves as the Director of Partnerships at the Social Changery. In addition to her professional work, Jeanine is an active community leader. She serves as a board member at Earth Mama Healing, a member of the City’s Racial Equity Council, production lead at Project Church Sacramento, and teaches traditional craft classes.

Luisa Lavulo

Sacramento Arts, Culture, and Creative Economy Commission

Luisa Lavulo (she/her), a California native, was raised in Minnesota and received the majority of her education while living there. Since returning to Sacramento in 2000, she met and married her husband, Ronald Lavulo, and together they have raised their five children for the past twelve years in District 8. With a full house of children, Luisa is dedicated to making her community a more sustainable and future-focused environment. In her spare time, she volunteers as a youth leader at her church and is a co/chairman of the TOFA Ambassadors Program for Pacific Islander youth.

Renee Carter

Sacramento Community Police Review Commission

Renee Carter (she/her) was appointed to the inaugural Sacramento Community Racial Profiling Commission in 2004, where she sat for two terms and served as Chair in 2006. While on the Commission, Ms. Carter participated in the Sacramento Police Department’s Community Recruiter workshop, served as a panelist for interviews, and was invited to be a part of the Chief’s Police Advisory Committee. In 2017, she was appointed to the Sacramento Community Police Review Commission and completed a wide variety of law enforcement training seminars, courses, and workshops in order to better understand the police training process.

Ms. Carter is a former President of the Wiley W. Manuel Bar Association, a graduate of the Sacramento District Attorney’s Citizens Academy, a former member of the Sacramento District Attorney’s Multi-Cultural Advisory Committee, and, from 2005 to 2009, she assisted and facilitated the “Know Your Rights” presentations focusing on the rights of elderly drivers and youth/civilians facing police encounters.

She currently serves as the Vice-Chair of the Commission after being re-appointed in 2021. Ms. Carter’s interest in criminal justice and law led her to obtain an undergraduate degree in Behavioral Criminology and Delinquency, followed by a Juris Doctorate. She has been involved in the Sacramento community since 1997, and has been an active public servant for over 30 years.

Khaalid Muttaqi

Sacramento Children's Fund Planning & Oversight Commission

For over twenty years, Khaalid Muttaqi oversaw the design and implementation of violence prevention, intervention, and youth development programming in several California cities. He has led citywide grantmaking processes that prioritized investments in the most high-need populations.

He also authored and implemented a comprehensive strategic plan for the City of Sacramento, which resulted in historic reductions in gang and youth violence. Khaalid has spearheaded several system-change initiatives, including restorative practices, positive youth justice, and cross-system data sharing. Khaalid currently serves as the Chief Operating Officer for Advance Peace, a national gun violence reduction agency.

Grace Longmire

Sacramento Youth Commission

Grace Longmire (she/her) is an incoming junior at Valley High School. Since her youth, she has been fascinated by the ability to contribute to the success of her community and peers. This passion led her to participate in Community Advocacy and School Leadership.  

Grace has been working with a Sacramento-based advocacy group called The Village Advocates of Sacramento, which prides itself on assisting and empowering the youth. She is also deeply involved in Student Government both on and off campus, serving as Valley’s Freshmen, Sophomore, and Junior Class President, Valley’s Student Board Representative, Valley’s Student Site Council Secretary, and a member of the EGUSD Student Voice Committee. Grace's love for her community and its people drove her to apply to be the District 8 Youth Commissioner. She is committed to doing her absolute best to be a great Youth Commissioner, speaking for the unspoken and catering to those in need.
