Jose “Junior” Goris

Measure U Commission

Junior Goris previously served on the Measure U Commission representing District 7. After relocating to Delta Shores in 2024, he connected with Councilmember Mai Vang and the District 8 Office and was appointed shortly after to represent District 8 on the Measure U Commission. In this role, he continues to advocate for fair and community-centered budget decisions.

Junior also serves as President of the Delta Shores Community Association, where he works to ensure that residents' voices are represented in local decision-making. He is a strong supporter of civic engagement and believes that inclusive participation is essential to a thriving democracy.

Enoch Yeung

Chair Of Planning and Design Commission

Enoch Yeung first moved to Sacramento in 2004 when he got married and moved into the Meadowview neighborhood in 2005. He has worked for both government and non-profits in the affordable housing finance field for almost 15 years. In 2008, he helped establish a local non-profit with his local church to reach out to families with before/after school programs. Part of his passion is to see the Sacramento Region provide greater affordable housing options for all individuals and families, while also promoting greater connection and care for one another. When he is not working, Enoch enjoys spending time with his wife Priscilla and two kids Miriya and Isaiah whether it be playing/watching sports or just walking around parks with their pandemic dog companion Luna.

Jeanine Gaines

Chair of Parks and Community Enrichment Commission

Born and raised in South Sacramento, Jeanine Gaines (Citizen Potawatomi Nation) cherishes memories of weekends spent with her family at the park, playing croquet, badminton, or simply enjoying the delta breeze on a hot day. As a mother of two young children, she deeply values the importance of accessibility and safety in our public spaces.

Jeanine is a communications professional with a focus on outreach to unserved and underserved communities. She has led behavior change campaigns across the state and country, working to increase awareness and education on critical health topics. Jeanine holds a Bachelor of Arts in Communication Design from California State University, Chico, and currently serves as the Director of Partnerships at the Social Changery. In addition to her professional work, Jeanine is an active community leader. She serves as a board member at Earth Mama Healing, a member of the City’s Racial Equity Council, production lead at Project Church Sacramento, and teaches traditional craft classes.

Luisa Lavulo

Chair of Sacramento Arts, Culture, and Creative Economy Commission

Luisa Lavulo (she/her) is a proud first-generation Tongan American and Sacramento native who was raised in Minnesota. She met and married her husband, Ronald Lavulo, in 2000, and together they have raised five children. Their family has called District 8 home for over 40 years.. She currently serves as a board member of the nonprofit TOFA and as Chair of the TOFA Ambassadors Youth Program, where she uplifts Pacific Islander youth through leadership, culture, and advocacy.

For the past four years, Luisa has represented District 8 on the City’s Arts, Culture, and Creative Economy Commission. Now serving as Chair, she is excited to advocate for the community in a meaningful and lasting way. As a mother of five, she understands firsthand the transformative power of creativity and is committed to ensuring that arts and culture are integrated into everyday life.

Babalawo Heru Oba Shambe

Utilities Rate Advisory Commission

Babalawo (High Priest of Ifa) Heru Oba Shambe was raised in Richmond, California and brings a rich blend of spiritual leadership, military service, and professional expertise to his role in public service. A U.S. Army veteran, he served 11 years as both an Officer in the Army Corps of Engineers and as a Military Police Officer. With deep roots in history and heritage, Commissioner Shambe is a fourth great-nephew of two of the first 52 Black legislators who served in Texas during the Reconstruction era. He has successfully traced his family lineage back to 1790 and honors his ancestry as a Choctaw descendant through his maternal grandfather’s line.

A resident priest at an Ifa temple in South Sacramento, Commissioner Shambe also serves as Co-Director of the Sacramento Water Festival, a celebration where culture, community, and education come together. He is a proud father of three adult children and remains deeply committed to uplifting his community through service, tradition, and justice.

Monica Ruelas Maers

Chair of Sacramento Children's Fund Planning & Oversight Commission

Monica is a proud Latina born and raised in Meadowview. In 2020 she joined Youth Forward as a Community Organizer and as the Coordinator of Sac Kids First. In 2022, Monica helped lead Sac Kids First in the effort to establish the city's first-ever Sacramento Children's Fund.

In 2024 she led the Sacramento Children's Fund Planning and Oversight Commission as its inaugural Chair during the development of the fund's five-year strategic investment plan. In January 2025, Monica was named one of the Top 20 Latino Changemakers in the Sacramento Bee. Outside of work she enjoys keeping up with her favorite sports teams, listening to good music, spending time with family, and hanging out with her girlfriends.

Grace Longmire

Vice Chair of Sacramento Youth Commission

Grace Longmire (she/her) is an incoming junior at Valley High School. Since her youth, she has been fascinated by the ability to contribute to the success of her community and peers. This passion led her to participate in Community Advocacy and School Leadership.  

Grace has been working with a Sacramento-based advocacy group called The Village Advocates of Sacramento, which prides itself on assisting and empowering the youth. She is also deeply involved in Student Government both on and off campus, serving as Valley’s Freshmen, Sophomore, and Junior Class President, Valley’s Student Board Representative, Valley’s Student Site Council Secretary, and a member of the EGUSD Student Voice Committee. Grace's love for her community and its people drove her to apply to be the District 8 Youth Commissioner. She is committed to doing her absolute best to be a great Youth Commissioner, speaking for the unspoken and catering to those in need.

Kim Stephens

Ann Land and Bertha Henschel Memorial Funds Commission

Born and raised in Northern California, Kim Stephens is a proud mother of five and grandmother to twelve — lovingly referring to them as her “blessings.” A lifelong advocate, Kim is especially passionate about uplifting families and honoring single parents as everyday heroes. Kim currently serves as Chief of Operations at The Stephens Foundation, a family-based nonprofit committed to health, wellness, youth leadership, and generational empowerment in South Sacramento. With deep roots in civic engagement, Kim leads initiatives that bring resources and opportunities to underserved neighborhoods through culturally relevant events and collaborative partnerships.

With over 20 years of living and working in District 8, Kim’s vision as a commissioner is to advance equity in community funding and amplify voices that are often overlooked.

GaNeane Lewis

Community Police Review Commission

A proud California native, GaNeane Lewis has called Sacramento home for the past 11 years. With over 30 years of experience in healthcare, she brings a wealth of knowledge, compassion, and dedication to her role on the Police Review Commission. A U.S. Navy veteran, UX design professional, and owner of GL Designs, she specializes in digital branding and storytelling. GaNeane is als

o an active member of Sigma Gamma Rho Sorority, Inc., where she serves as Western Region Military Initiatives Liaison and Chapter Historian.

GaNeane is deeply committed to building trust in public safety through transparency, accountability, and making sure every voice, especially those often left out, is heard and valued.
