Timeline of measure l

In July of 2022, the City Council voted to place Measure L on the ballot. On November 8th, 62% of voters approved the measure. This measure establishes the Sacramento Children’s Fund and will require the City to spend the equivalent of 40% of its local cannabis tax revenues (CBOT) on child and youth services. Measure L funded programs will prioritize children and youth most impacted by poverty, violence, and trauma.

In November 2022, voters passed Measure L to “Require the City to spend the equivalent of 40% of its local cannabis tax revenues on child and youth services.​ Councilmember Vang co-led with our Sacramento youth the establishment of the Sacramento Children’s Fund which dedicates $8 million annually to support children and youth affected by poverty, violence, and trauma. Today, Councilmember Vang is working with the City Manager's Office to ensure the implementation of the Sacramento Children's Fund​.

At the end of 2023, A nine-member Planning and Oversight commission was created to create a Strategic Investment Plan. Together with the Sacramento Children’s Fund City team, the plan was successfully approved by the commission in August 2024.

In September 2024, City Council adopted the Strategic Investment Plan for the five fund goals listed in Measure L. (See the full council discussion here)

In September 2024, the Sacramento Community was selected as one of nine national recipients of the 2024 Robert Wood Johnson Foundation’s Culture of Health Prize—a prestigious honor recognizing our city’s commitment to health equity, racial justice, and centering youth through initiatives like the Sacramento Children’s Fund. In May 2025, City staff presented a range of funding options for the list of 121 grant applications received from the Sacramento Children’s Fund RFP requesting over $125 million in funding from local community-based organizations (CBOs), the City of Sacramento, and other public agencies. On May 20, 2025, City Council discussed strategies for ensuring a transparent, equitable, and impactful distribution of funds.

Council will continue this discussion on June 10, where a final decision on funding awards is expected.
